The IBRA 2028 organising website sets the world stamp exhibition for 26–29 October 2028 at Messe Ulm in Germany. It presents the event as a full FIP world exhibition covering all competitive classes.

The German Federation of Philatelists is organising the event in cooperation with the Federation of South-West German Philatelic Societies. The website describes a plan for around 2,000 exhibition frames and an international stamp fair involving eighty dealers, working groups and clubs.

Separate information routes are provided for exhibitors, jurors, commissioners, dealers and visitors. The planned programme includes an awards ceremony and FIP congress at the Maritim Hotel, which the organiser identifies as an exhibition hotel within walking distance of the grounds.

The organiser also publishes contact and registration information for prospective exhibitors and partners. Its homepage gives a broader 2,000–2,400-frame range in the headline panel while using approximately 2,000 frames in the explanatory text.
